The Tesla Cybercab Is Already Under Federal Investigation for Not Having a Steering Wheel

Tesla launched the Cybercab on Thursday evening in Austin, Texas, complete with a private event for its biggest fans. By Friday, the federal government had opened an investigation into it. That's a fast turnaround, even by Tesla news standards.
The National Highway Traffic Safety Administration said Tesla self-certified that the Cybercab meets Federal Motor Vehicle Safety Standards, and NHTSA now wants to see the receipts. The agency opened an audit query "to examine the process and technical data on which Tesla relied when certifying the Cybercab and related issues."
The Problem: There Are No Controls
The Cybercab is a two-seat robotaxi with no steering wheel, no brake pedals, and no side mirrors. Tesla treats that as a bragging right—proof the car was designed around autonomy from the ground up rather than retrofitted. Federal regulators see the same design and note that those items are typically required equipment on a motor vehicle.
The mirror question is the one that jumps out. Without side mirrors, there's no backup way to see alongside the car if something goes wrong with the onboard cameras. NHTSA specifically said it will look at "the extent to which Tesla's certification depended on determinations that certain FMVSS are inapplicable to the Cybercab"—in other words, whether Tesla decided on its own that some of the rules simply don't apply to a car like this.

This Has Happened Before
There's a fairly clear precedent here, and it's not a doomsday one. Under the Biden administration, NHTSA opened a similar probe into Amazon-owned Zoox after it self-certified its own driverless vehicles the same way. That investigation closed in 2025, and the agency then granted Zoox an exemption for testing purposes. In July, Zoox got another FMVSS exemption to commercially deploy its autonomous pods.
So the likely path for Tesla looks something like: investigation, back-and-forth over technical data, and possibly an exemption. It's a process, not necessarily a wall.
The Rules Are Being Rewritten—Slowly
NHTSA has already begun reworking its rules to make deploying autonomous vehicles easier, including revising how brake pedals, mirrors, and lighting are regulated. But the agency was blunt about the timing: the rules are the rules until they're actually changed.
"NHTSA fully supports the safe development and deployment of automated vehicles. But as the federal regulator, we need to ensure that all of our laws are followed," said NHTSA Administrator Jonathan Morrison. "Our approach of balancing innovation with safety oversight will allow the United States to maintain its global leadership in AV innovation."
What This Means If You Own a Tesla Today
Practically speaking, nothing about this touches your Model 3, Model Y, Model S, or Cybertruck. This is a regulatory question about a purpose-built robotaxi with no driver controls, not about the cars in your driveway. Your steering wheel isn't going anywhere.
What it does highlight is how much of modern EV safety has quietly shifted to cameras, software, and sensors—and how much regulators still want physical backups in the loop. That's a reasonable instinct for owners too. A few things worth keeping in your own car regardless of how the autonomy debate shakes out:
- A blind spot mirror or two, especially useful on the Model Y and Model 3 where the pillar sightlines are tight
- A dash cam and a properly formatted Sentry Mode drive, so you have your own record if something happens
- A roadside emergency kit with reflective triangles, a flashlight, and a first aid kit
- A portable tire inflator with a gauge, since camera-based systems tell you nothing about a slow leak
- A quality charging adapter set so a busy or broken stall doesn't strand you
Autonomy is coming, and the Cybercab is a real look at what that hardware ends up looking like. But the transition is going to be measured in years of regulatory paperwork, not weeks of hype. In the meantime, the boring gear in your trunk is still what gets you home.
