Tesla just put a very large number on paper. According to a public application filing under the Jobs, Energy, Technology & Innovation (JETI) Act, first shared by industry watcher @SawyerMerritt on X, Tesla is evaluating a $10.1 billion vertically integrated solar cell manufacturing facility in Fort Bend County, Texas, roughly 40 minutes outside Houston.
The project carries the internal name "Project Crystal Sun." Construction is scheduled to begin later this year and wrap in 2028, with commercial operations targeting a Q1 2029 launch.
What the Filing Actually Says
The filing lays out the plan in plain terms:
Tesla is currently evaluating the development of a solar cell manufacturing facility located in Fort Bend County, Texas, within Lamar CISD's jurisdiction. The proposed facility would be expected to manufacture photovoltaic solar cells and/or assembled solar modules, which are components used to convert sunlight into electricity. Operations at the proposed facility would focus on producing finished photovoltaic products for deployment in utility-scale, commercial, and distributed solar installations.
The filing also notes that facilities of this type typically include industrial buildings housing production lines, supporting utilities infrastructure, warehousing for raw materials and finished goods, and related site improvements.
End-to-End Solar Under One Roof
What makes Project Crystal Sun notable is how much of the supply chain it pulls in-house. Equipment detailed in the filing includes:
- Wafer and ingot manufacturing machinery
- Coating equipment
- Metallization and printing lines
- Cell testing and quality control hardware
- Automated material handling systems
- Cleanrooms and utility infrastructure
That is the full path from raw silicon to a finished, tested solar cell, rather than assembling imported cells into modules.
The Economic Numbers
The projected impact on Fort Bend County is substantial. The site expects to create 9,712 permanent full-time jobs alongside 1,147 peak construction jobs. Total direct and indirect economic impacts are estimated to generate around $6.4 billion in state and local taxes, while boosting Texas GDP by roughly $107 billion.
It also isn't happening in isolation. SpaceX recently broke ground on its own solar fab in Texas, though that facility is meant to support the joint SpaceX-Tesla TERAFAB project and SpaceX's plans for AI data centers in orbit.
Why AI Keeps Coming Up in Solar News
Elon Musk has previously discussed building a solar Gigafactory in North America specifically to keep Tesla power-fed during the AI boom, recognizing that large training clusters demand enormous energy generation. Scaling up domestic photovoltaic production supports Tesla's consumer and commercial energy hardware while reducing reliance on a grid that AI workloads are consuming more and more of.
Paired with battery storage manufacturing already in Texas, Tesla is effectively vertically integrating the energy supply needed to keep its AI clusters, factories, and consumer products running.
What This Means If You Drive an EV
Nothing changes at your charge port tomorrow. Commercial operations are targeted for Q1 2029, so this is a long-horizon story, not a product launch. Still, a few things are worth keeping in mind:
- Home solar and EV charging are increasingly one system. The filing specifically calls out distributed solar installations, which is the category that covers residential rooftops. More domestic cell supply is a good sign for anyone planning to pair panels with home charging down the road.
- Domestic production can mean steadier supply. Solar hardware has been subject to tariff swings and import bottlenecks for years. A US cell fab doesn't eliminate that, but it does shorten the chain.
- Grid pressure is real right now. Whatever happens in 2029, AI data center demand is already tightening electricity markets in several states.
