Inside Tesla's Secretive $10 Billion 'Project Crystal Sun' Solar Filing

Tesla just put a very large number on paper in Texas. In the same week the company locked down a chip fabrication site, a second filing surfaced for a $10.1 billion solar cell manufacturing plant in Fort Bend County, carrying the internal code name "Project Crystal Sun."

The application was submitted July 22 under Texas's Jobs, Energy, Technology and Innovation Act and was first surfaced by Sawyer Merritt on X. It targets a site off FM 762 and FM 1994 near Richmond, roughly 40 minutes outside Houston.

What the filing actually says

The paperwork, prepared by Kroll Tax Services on Tesla's behalf, covers five parcels totaling roughly 3,000 acres inside the Lamar Consolidated Independent School District. In exchange for the investment, Tesla is asking for a 10 year property tax limitation.

• Total investment: $10.1 billion, split as $1.5 billion in real property and $8.6 billion in equipment and personal property
• Jobs: 9,712 permanent positions at full operation, plus 1,147 peak construction jobs
• Build window: construction starting this year and wrapping in 2028
• Commercial operations: targeted for the first quarter of 2029
• Location: five parcels, about 3,000 acres, near Richmond in Fort Bend County

The site is not a done deal

This is the part worth pinning down before anyone starts drawing maps. Tesla is not fully committed to Fort Bend County. The filing states the company is weighing the Texas site against an unnamed out of state alternative, and it frames the tax abatement as the thing that would make Texas competitive. If the school district and county decline the incentive, Tesla says it may build elsewhere.

In other words, "Project Crystal Sun" is a real filing with real numbers attached, but the address on it is still conditional.

Why vertically integrated matters

According to the filing, the plant would handle the full solar cell production chain under one roof: wafer and ingot manufacturing, coating, metallization and printing lines, cell testing, automated material handling, and cleanroom infrastructure.

That is a meaningful shift. Solar cells are a piece of Tesla's supply chain currently sourced largely from overseas partners. Bringing the whole chain in house mirrors what the company has been doing with Megapack production in Brookshire, Texas, where two buildings are already up for the grid battery business.

Two Texas mega-projects in one week

The solar filing landed almost on top of another announcement. SpaceX confirmed its Terafab chip factory would go to Grimes County days earlier, with construction on that $16.8 billion project starting almost immediately after local officials met with residents.

The two serve different ends of the business. Terafab is meant to produce the AI chips behind Optimus robots and Full Self-Driving. A solar cell plant would feed the panels and storage systems Tesla sells to homeowners, businesses and utilities, and increasingly, the power Tesla's own data centers need. Musk has tied domestic solar manufacturing to AI energy demand before, and this filing is the clearest dollar figure attached to that idea so far.

What this means if you drive a Tesla

Nothing changes at your charge port this week. Commercial operations are targeted for early 2029, and the site isn't even confirmed. But the direction is worth noting: more of Tesla's energy hardware being built domestically, closer to the customers buying it, alongside the battery and chip capacity already going up in Texas.

For owners, the practical takeaway is the same as it has been. Home energy and home charging keep converging, and the gear that connects your car to your house is doing more work every year. If you're planning a solar or storage install down the road, it's worth making sure your charging setup, cable management, and adapter kit are sorted now rather than during a garage renovation.
